Paul is a Louisiana native who calls Baton Rouge home. He married his beautiful wife Bridget in 1992, and has three children, two girls and a boy.

Paul attended Catholic High School in Baton Rouge, and then moved on to Louisiana State University, where he obtained a degree in History in 1988. After working a variety of jobs, he decided to give law school a try. That particular decision worked out well, as Paul graduated third in his class in 1994 from the Louisiana State University’s Paul M. Hebert Law Center. Paul graduated Law Review and Order of the Coif, and received a dozen separate merit awards while at the Law Center.

Following his graduation, Paul served as a law clerk for the Honorable Pascal F. Calogero, Jr., Chief Justice of the Louisiana Supreme Court; and the Honorable Henry Anthony Politz and William Lockhart “Will” Garwood, Chief Judge and Judge of the United States Court of Appeal for the Fifth Circuit. After his clerkships Paul worked for several years in the Houston offices of the law firms of Fulbright & Jaworski and King & Spalding. During this time Paul specialized in antitrust matters and commercial trade disputes. Paul’s practice during this time consisted largely of legal research and writing.

In 1998, when Bridget became pregnant with their first child, Paul decided it was time to return home. He returned to Louisiana and became a prosecutor with the Criminal Division of the Louisiana Department of Justice. Paul served in this role for five years. His practice during this time including grand jury presentations, petit jury and bench trials, motion practice, and appellate work.

In 2003, with a third child on the way, Paul left the public sector and joined the law firm of Phelps Dunbar, LLP. Paul practiced at Phelps Dunbar nearly twenty years. His work included a variety of trial and appellate matters. During his time at Phelps Dunbar, Paul was recognized by Best Lawyers as an outstanding commercial litigator, and accredited as a Board-Certified Specialist in Appellate Practice by the Louisiana Board of Legal Specialization.

Paul joined Talbot, Carmouche & Marcello in January of 2026, and provides general support for all firm matters, and in particular any appellate matters involving firm clients. Paul is licensed to practice in both Louisiana and Texas state courts, and is admitted to practice in all federal district courts in Louisiana, federal district courts in Texas and Mississippi, and in the United States Courts of Appeal for the Second and Fifth Circuits. Paul has authored several law review articles addressing criminal matters, and has taught classes in civil procedure at the Paul M. Hebert Law Center. As mentioned, Paul has been recognized by Best Lawyers in the field of commercial litigation, is a board-certified appellate specialist, and currently serves on the Board of Legal Specialization’s Appellate Practice Advisory Commission.

On his off time, Paul plays guitar in two separate bands (the Rock It Sound Company and the Age of Reason), and enjoys reading science fiction, fantasy, history and biographical books. He also relaxes with Bridget by watching detective and mystery shows, and favors in particular the Nordic Noir genre.

Achievements

Paul’s achievements during his tenure at Phelps Dunbar included:
  • Obtaining a jury verdict of $2.4 million in favor of client landowners and against an oil and gas exploration company, in a matter involving the continuing existence of a mineral servitude;
  • Obtaining trial court and appellate court rulings enjoining Louisiana Commissioner of Agriculture and Forestry from interfering with activities of client, an importer of foreign seafood, in a case involving Foreign Commerce Clause and various provisions of the Louisiana Constitution of 1974;
  • Obtaining, on behalf of Louisiana sugar cane producers and related associations, a federal district court injunction halting enforcement of a United States Department of Labor rule which greatly increased the wages due certain legal immigrant agricultural workers;
  • Facilitating favorable settlements, through aggressive discovery and motion practice, in a case involving antitrust and civil racketeering claims brought by client (the owner of a construction and demolition landfill and waste hauling company) against a national waste disposal company, affiliated owners of a municipal landfill, and associated city officials;
  • Obtaining a summary judgment in favor of client dismissing claims of former employer for breach of contract, breach of fiduciary duty, and unfair competition;
  • Obtaining federal district court and appellate decisions enforcing a forum selection clause that required that any claims against client to be asserted in state, and not federal, court;
  • Obtaining, on behalf of client municipality, an appellate decision reversing the district court and enforcing a provision of Louisiana Constitution of 1974, resulting in an appellate injunction halting a parish’s attempt to increase the property tax rates of citizens of the municipality;
  • Obtaining, on behalf of client gentlemen’s club, a federal district court injunction against enforcement of a parish ordinance restricting the hours of certain businesses serving alcohol, in a case involving the Due Process and Equal Protection Clauses of the United States Constitution;
  • Facilitating favorable settlements, through aggressive discovery and motion practice, on behalf of an insolvent insurance company asserting civil racketeering and breach of fiduciary duty claims against the former officers and directors of the insurance company;
  • Obtaining, on behalf of a prospective class of Louisiana sheriffs and law enforcement districts, federal district court and appellate decisions remanding a case removed to federal court under the Class Action Fairness Act back to state court;
  • Obtaining, on behalf of client railroad, multiple appellate decisions reversing or reducing judgments for personal injury and property damage in related cases growing out of train derailment;
  • Obtaining an appellate decision reversing a district court and permitting client lending company permission to intervene in lawsuit, in a case involving the enforcement of a security interest under Louisiana’s version of the Uniform Commercial Code;
  • Obtaining an appellate decision reversing a district court judgment in favor of a local developer and against client, a foreign company attempting to build a manufacturing facility in Louisiana, in a case involving issues of breach of fiduciary duty, an agent’s authority to execute a settlement agreement, and the execution of a design-build contract;
  • Obtaining an appellate decision reversing a district court judgment expanding the class period in a class action from 3 years to 30 years, to the client’s prejudice; and
  • Obtaining an appellate decision reversing a district court judgment vacating an arbitration award in favor of client, and obtaining enforcement of that award.
